Coulomb's law states that the electrostatic force between two point charges q1 and q2 separated by distance r is F = k × |q1 × q2| / r2, where k approx 8.99 × 109 N*m2/C2. Like charges repel and opposite charges attract.
The electric field E at a point in space is defined as the electrostatic force experienced per unit positive test charge: E = F / q. Electric field lines originate on positive charges and terminate on negative charges.
